devon: Actuator noise reduction

details:

To eliminate the resonance noise during system vibrator vibrating, set actuator to
DAC 0 position,then the resonance noise can be obviously improved. To achieve
the combination between vibrator and camera AF actuator,we implement:
- Actuator separately control during camera power off.
