For Battery charging 1.2 compliance, device needs to apply VDP_SRC for DCP charger after charger detection. Hence add required change to apply VDP_SRC for DCP case. Also fix command time out issue with CDP case as turning off regulators results in command timeout while enabling Ep0 for enumeration.
