Add a gpio list for gpio's accessing function in user_sysfs_private.c
to bypass them.

Adding initial carrier-channel-ids.dtsi file which is copied
from bq-6125 branch as of date OCT 11, 2019.
This channel ID table contains change from (CR), (CR),

Also included this file in bengal-moto-common-overlay.dtsi
