WHAT: This changes restrict the recent impletementation of usb detection
at focaltech fingerprint driver so it does dot affect _FT8726
WHY: At current implementation of usb detection, _FT8726 causes a
kernel panic when the USB cable is connected. _FT8726 cannot set
the register that fts_mcu_usb_detect_set expects it to have, so it
holds a mutex, fails to set the register and panics at
___might_sleep. The support of us detect is handled by
FTS_USB_DETECT_EN, so disable it for _FT8726

WHAT: Implement wlc_tx_capability to report if the current charger supports led
and fan. Use the same op_mode flag that was used at wlc_fan_speed and
wlc_light_ctl to identify the support.
WHY: Wireless Charging HAL 2.0 needs the wlc_tx_capability to identify which
feature is supported, and that was not needed at HAL 1.0, so miami could
control the 50W charger. After upgrading the HAL, miami could not control
the 50W charger anymore, which was a regression.

WHAT: skip charger confirmation for hiphi
WHY: this feature was never supported before the upgrade. After the upgrade
moto qti_glink driver was modified to implement charger confirmation.
If device has the flag SKIP_QTI_CHARGER_CONFIRMAION, use the old
implementation

orderly_poweroff is a function from kernel/reboot.c that does not work since
poweroff binary was removed from /sbin/.
Factory Kill still worked because qcom smb5 power supply driver disables
motorola factory kill and implements its own (with kernel_power_off). Since
they removed their own implementation it falls back to the broken one.
This commit replace orderly_poweroff by kernel_power_off the same way qcom
used to do.
