FROMGIT: binder: BINDER_GET_FROZEN_INFO ioctl

PROPAGATED_from (CR)

User space needs to know if binder transactions occurred to frozen
processes. Introduce a new BINDER_GET_FROZEN ioctl and keep track of
transactions occurring to frozen proceses.
