Because thermal-hal thermal throttling processing deponds
on the thermal uevent. So we need to add uevent thermal
trigger for virtual sensor. To avoid event storm, the uevent
only generated when the temperature is higher than threshold
and the change of temperature is by 1C.
Need dts element definition:
"mmi,uevent-temp-threshold" - the uevent trigger threshold
"mmi,need-uevent-sensors" - the sensor list that need uevent
