zhaoxp3 280c7b9502 arm64/config: support UAS of usb storage 
With UAS (USB Attached SCSI), the tested Samsung SSD read and write
speed gets 3x and 2x respectively on Nash.

Testing results for Samsung 256GB Portable SSD T5:
Seq. read:  244 MB/s v.s. 84 MB/s
Seq. write: 161 MB/s v.s. 94 MB/s

Port of (CR) on kernel 4.4.
