Bruno Oliveira 381c1189b7 Include inlinecrypt at config.gz to fix Q->R upgrade

Issue: At mot4250 android R is not supporting inline encryption
            This causes recovery mode with init_user0_failed log
            when upgrade from Q to R

Fix: Include inlinecrypt at fstab and config.gz
