Add parameter to set the timeout duration of the WDOG snarl timer. The
wdog-snarl IRQ is disabled, both by default as well as if at least one
of the following two conditions are not satisfied:
- WDOG snarl timer timeout is configured using the parameter being added
in this patch, and
- SW thermal regulation workaround is active.

PMI632 PON OCV is dependent on the primary PMIC it is

Add support to loosen capacity learning qualifying criterion.
This helps to learn capacity from any starting battery SOC to
any ending battery SOC, provided, battery SOC changes by at least
10 % during charging. Assign weight to this capacity learning
event based on the change in battery SOC.
